At the heart of the strategic plan, the vision is a projection of what the overall environment could or should be in the future. It guides the existence and work of ADM, which does not have exclusive responsibility for its realisation.

As a reference partner for territories, ADM works to strengthen their governance, attractiveness and competitiveness.

To that end, ADM aims to:

• Help strengthen the strategic, financial, administrative and technical capacities of local governments and other actors;
• Support local governments and their groupings in mobilising financial resources; Support territorial information management;
• Support the digital inclusion of territories;
• Facilitate intra- and inter-territorial cooperation;
• Design and implement development projects and programmes for the benefit of territories.
