Municipal Support Programme (PAC)

PAC 1997 - 2006

As executing agency, the Municipal Development Agency (ADM) implemented the Municipal Support Programme (PAC) from 1997 to 2006. The programme totalled XOF 62 billion with contributions from the State of Senegal, the World Bank, the French Development Agency (AFD) and communes. Through 410 projects in 67 communes and 310 rural communities, it delivered roads, health posts and centres, schools, markets, bus stations, youth centres, town halls, electricity networks, sanitation and drinking water.

PAC was structured around two main components:

  • institutional development of central and local authorities, backed by a Municipal Adjustment Programme (PAM), with accompanying measures and institutional support to central directorates;
  • physical investments aligned with a Priority Investment Programme (PIP) and a Priority Maintenance Programme (PEP) for urban infrastructure.
