Covenant of Mayors for Climate and Energy in Sub-Saharan Africa (COM SSA)
About COM SSA
The Covenant of Mayors for Climate and Energy in Sub-Saharan Africa (COM SSA) is funded by the European Union to support cities in Sub-Saharan Africa in tackling climate change and expanding access to sustainable energy through a voluntary commitment by mayors.
The Covenant rests on three pillars:
- access to sustainable energy;
- reduction of greenhouse gas (GHG) emissions;
- development of climate resilience.
Overall objective
Increase cities’ capacity to provide sufficient, sustainable, affordable and clean energy services to urban and peri-urban populations.
Specific objectives
- Strengthen cities’ capacity to develop and use planning and implementation tools and action plans (energy access, mobility, urban planning);
- Improve legal and institutional frameworks of local governments as well as their technical and resource-mobilisation capacities;
- Promote political ownership and dissemination of good practices.
