Missions and values

Missions

The Municipal Development Agency (ADM) was created in 1997 by the shared will of the State and the Association of Mayors of Senegal (AMS). A non-profit association governed by Law No. 68.08 of 26 March on the Code of Civil and Commercial Obligations of Senegal, the Agency was established following the 1996 regionalisation reform, with a view to helping strengthen decentralisation and local development in Senegal.

Closely linked to the formulation of the Municipal Support Programme (PAC), of which it was a fundamental implementation clause, ADM’s general mission is to undertake any action likely to ensure better municipal development, through the City Contract.

As a framework valued by the State, local governments and development partners, the city contract was to enable ADM to carry out its statutory missions:

  • Mobilise financing for the benefit of municipalities;
  • Promote delegated management of urban services;
  • Strengthen the capacities of administrations to support local project ownership;
  • Implement any programme entrusted to it; and
  • Carry out a communication policy to promote awareness of the Agency’s action among populations and municipal officials.

Values and principles

To fulfil its mission, ADM promotes values and principles that are embedded in the organisation’s culture, notably in its attitudes and approaches to intervention. They bring together and bind the organisation and all its members.
